The Universal Apps template has been designed to help developers build Windows Store/Windows RT and Windows Phone 8 apps using the same code.
The developer claimed that this is evidence that Microsoft is moving to merge its mobile and RT platforms.

At the time, it was pointed out to be a strange choice seeing as how Windows Phone 8 had just had screen size restrictions lifted and there was – as still is – a dearth of apps for Windows RT.
Several high-profile Windows commentators have said that Microsoft will launch its next generation Windows operating system Threshold across all three major platforms – PC, mobile and Xbox.
Threshold is expected to be released in 2015.
